Julie Otsuka在加州出生和长大。在耶鲁大学(Yale University)读本科艺术专业后,她从事了几年的绘画工作,后来转向写作。她在哥伦比亚大学获得文学硕士学位。她的第一部小说《当皇帝是神圣的》(Knopf出版社,2002)讲述了一个日裔美国家庭在二战期间被监禁的故事。它获得了亚裔美国文学奖和美国图书馆协会的亚历克斯奖,并被评为《纽约时报》著名书籍和《旧金山纪事报》年度最佳书籍。这本书是根据大冢自己的家族史改编的:她的祖父在珍珠港被轰炸后的第二天被联邦调查局(FBI)怀疑为日本间谍而逮捕,她的母亲、叔叔和祖母在犹他州托帕兹(Topaz)的一个战俘营里度过了三年。《当皇帝是神圣的》已经被分配给60多所高校的所有新生,并且是美国各地定期的“社区阅读”选择。
